
Enterprise Support Mechanism
T he Enterprise Support Mechanism is aimed at both existing and new businesses or businesses in the process of being set up. It aims to stimulate entrepreneurship, employment and income in the eligible JTD areas through the provision of specialised advisory services. The Mechanism provides information and advice to all the enterprises that apply to its structures. In addition, more than 1,000 enterprises will be provided with specialised and personalised services, provided that they are established and/or operate or wish to operate in the eligible areas of intervention, i.e. in the Region of Western Macedonia, as well as in the wider area of Megalopolis in the Peloponnese.
The support for the enterprises is expected to enable them to reorient their activities towards new activities and new markets. At the same time, it will contribute to improving their operation through the reorganisation possibilities that will be made available to them. In addition, it will facilitate their access to finance and enhance their extroversion, while contributing to their integration into value chains, thus enhancing their overall competitiveness and efficiency.
The project (Sub-project 1 Enterprise Support Mechanism for a Just Transition Development) is implemented under the Act of the same name entitled: "Enterprise Support Mechanism for the Just Transition Development" with MIS 6000746, which has been included in the Operational Programme "Just Transition Development" on the basis of the Decision of Inclusion with protocol No. A/0101/29-08-2023 of the Governor of the Special Service for Just Transition Development.
It is co-financed by the European Union (Just Transition Development Programme) and by national resources through the Public Investment Programme. The Contracting Authority is the Hellenic Company for Just Transition Development S.A. (EL.E.D.A.M.), with the distinctive title "METAVASI S.A." and the Contractor is the Association of economic operators "DBC diadikasia - ICAP Advisory - Forvis Mazars - EUROCONSULTANTS - INITIA". The establishment of the "Enterprise Support Mechanism for the Just Transition Development" includes the installation and operation of three (3) physical sites of the Regional Structures for the Support and Development of Local Entrepreneurship in Western Macedonia and Peloponnese.
Regional Support Structures
The Regional Support and Development Structures of the Mechanism are located as follows:
Two (2) structures in the Region of Western Macedonia and more specifically in the city of Kozani and the city of Florina
One (1) structure in the Peloponnese region and specifically in the city of Megalopolis.

he Contracting Authority is the Hellenic Company for Just Transition Development S.A. (EL.E.D.A.M.), with the distinctive title "METAVASI S.A.", which was established by Law 4872/2021 and operates in the public interest. The purpose of the Company is the diversification of the productive base of the areas of just development transition, the upgrading and utilization of the lands included in the Deforestation Zones (D.Z.) of Law 4872/2021, the attraction, support and promotion of investments and investment partnerships in the areas of just development transition, as well as the execution and management of infrastructure and development projects in these areas. METAVASI SA contributes decisively both to the transformation of the productive model of the transition areas and to the support of entrepreneurship, facilitating the development of investment plans and infrastructure projects. T he contractor of the project is the Association of economic operators "DBC diadikasia - ICAP Advisory - Forvis Mazars - EUROCONSULTANTS - INITIA", which undertook the development and operation of the Enterprise Support Mechanism for the period 08/2024 to 08/2028, through an international open public tender, aiming to strengthen entrepreneurship in the intervention areas (Just Transition Development Areas).
